FISP Cycle 10 deadlines: when 10A, 10B and 10C are due

The short answer

FISP Cycle 10 runs from February 21, 2025 to February 20, 2030, and the last digit of your tax block number sets your filing window. Blocks ending in 4, 5, 6 or 9 are sub-cycle 10A, due February 21, 2027. Blocks ending in 0, 7 or 8 are 10B, due February 21, 2028. Blocks ending in 1, 2 or 3 are 10C: that window opens February 21, 2027 and closes February 21, 2029.

What to do now, by sub-cycle

10A (blocks ending 4, 5, 6, 9): the window closes February 21, 2027

  • If your QEWI still has close-up inspections to finish, book the scaffold drops now. Winter weather makes the last two months a gamble.
  • Repair any SWARMP items left over from Cycle 9 before your QEWI's final inspection. Anything still open at that point has to be filed as Unsafe, and it carries a $2,000 penalty. SWARMP repairs →
  • If your report comes back Unsafe, the 90-day repair clock starts the day it's filed. Unsafe repairs →

10B (blocks ending 0, 7, 8): the window is open until February 21, 2028

  • While there's time, fix the problems you already know about. They go into the report as repaired instead of as findings.
  • Put the scope in front of your board. A board that sees the work a year early has time to plan for it.

10C (blocks ending 1, 2, 3): the window opens February 21, 2027

  • Use the lead time to clear your Cycle 9 SWARMP items, and get a contractor on the calendar before demand peaks.
  • Plan access early. Your QEWI needs hands-on inspections at least every 60 feet along street-facing walls.

Cycle 10 rules in plain English

  • Who's covered: Buildings greater than six stories. On sloped sites that includes six stories plus a partial story more than half above grade.
  • Who inspects: A QEWI, meaning a New York State licensed architect or engineer with at least seven years of relevant façade experience. The QEWI has to do the final inspection in person.
  • How: Close-up, hands-on inspections no more than 60 feet apart along every façade that faces a public right-of-way. Drones and photos can't stand in for them.
  • Filing: Within 60 days of the final inspection, and no more than a year after the close-up inspections.
  • Classifications: Safe, SWARMP or Unsafe. What each one means →
  • Sheds: Since 2026, shed permits run for 90 days, and sheds over Unsafe façades come with milestones: construction documents at 5 months, the permit application at 8 and finished repairs at 2 years. The 2026 shed rules →

What's not changing yet

Local Law 49 of 2025 has been in effect since October 1, 2026. It allows DOB to set FISP inspection intervals between 6 and 12 years by rule. DOB hasn't adopted one, so Cycle 10's five-year structure and the dates above still hold. The proposals discussed in 2025 and 2026 target the next cycle, which would begin in 2030. Cycle 10 questions

How do I find my block number?

It's the middle part of your building's BBL (borough, block, lot), and it's printed on your property tax bill and in the city's property records. You can also type your address into our deadline finder, which looks the block up for you.

Our building never filed in an earlier cycle. What now?

Get a QEWI on it now. Penalties keep accruing until a report is filed: $1,000 a month for late filing and $5,000 a year for failure to file. To stop them growing, DOB lets a building showing 'No Report Filed' file a Safe or SWARMP report early, ahead of its Cycle 10 window.

Can we file before our window opens?

Normally you file inside your sub-cycle's window. The exception is DOB's early-filing provision for buildings whose latest status is 'No Report Filed', and since December 2025 it has also applied to 10B and 10C buildings. Any penalties owed have to be paid within 10 business days of DOB's provisional acceptance, or DOB treats the report as incomplete.

How long after the inspection must the report be filed?

Within 60 days of the QEWI's final inspection, and no more than one year after the close-up inspections.

Is Cycle 10 changing because of Local Law 49 of 2025?

No. Local Law 49 took effect October 1, 2026 and lets DOB set inspection intervals anywhere between 6 and 12 years by rule. DOB hasn't adopted a rule, so Cycle 10's dates stand. Proposals discussed so far target the next cycle, which would begin in 2030.
